Do I need a Static Residential Proxy AND a VPN to make new Amazon buyer accounts or will a VPN do?

You need one or the other. For Amazon I would recommend using a residential IP. Whether you obtain that IP by proxy or VPN doesn't really matter AFAIK.

For creating go with a hotspot

For managing go with a Fresh IP from IPBurger or 24vc

Oh, thanks. Datacenter IPs are no good then just to sign up a buyer account?

Just go to IPBurger and grab the Residential IP

that's what I use when I create accounts and I just have that one subscription since the day they are available.
