They won't offer an Account Manager until you're a pretty well established seller with a sizeable turnover. (I'm not sure of how much).
If you want help in creating the account you will be directed to their tutorials/guides/webinars.
Even then, from my own experiences and from what I've read on the main AMZ forums, their account manager services are pretty much worthless and more designed around how you can help them disguised as how they can help you.
I was contacted offering some one-to-one services and all it was was a sales pitch on expanding my product range and editing other sellers created ASINs to improve their catalogue. I took the opportunity to try and discus some of the day to day issues I faced, particularly their failure to enforce Brand Registry and I was basically shut down and the call terminated pretty quickly because it wasn't part of their script.
Have all your details, Business, personal, financial to hand first laid out clearly and double checked for accuracy then simply follow the account creation process very slowly so you do not make a single mistake and you'll be fine. It's very straight forward.
