I have found that it’s manual postal workers who flag the underweight of the packaging and charge the meter of Amazons account the extra payment. It has been in the past at the destination sorting office where they mainly check weights.

To clarify, it's not the PO but the sorting center? They are even measuring the box now..
USPS has developed software to check the packages,if you use their box or enevlope,they check the weight,for others they check both weight and size .
I wonder if they use X ray machine for media mail??
