Trying to verify an account just created.
First suspension quotes: "section three of the Amazon Services Business Solutions Agreement"
Then it asks for me to confirm a valid credit card on file and provide a utility bill (which I provide).
Each time I provide the utility bill and confirm theirs a valid card they decline it and send the same message asking me to confirm I have a valid card and to upload a utility bill. Done this about 8 times so far over several days, changed the name and filetype of the bills and uploaded 2 different kinds, still no luck.
Any suggestions? Or is something else triggering this loop and maybe they have no intention of reactivating and are just wasting my time and its just stuck in a loop?

If you force try it too many times, some times they actually soft limit you .

Is this a fully stealth account? If so, I think the account is toast. Freshly made stealth accounts are getting nailed with those deactivations. I've lost 7 fully stealth accounts this year with the same deactivations. Lots of money and time down the drain. It doesn't take much to hire a bunch of cheap labor overseas to scrub your data with public databases.
I have a few partnered accounts with friends that have lasted over a year now.

in addition... there's not much info you can get out of an account health support rep, but if you are persistent and ask the right questions, you can draw your own conclusions as to why they deactivated you.

I have a few partnered accounts with friends that have lasted over a year now. | Yeah its a stealth account, the information on it is valid though, working card, phone, address and received the mailer pin etc.

if you get your docs rejected multiple times it usually means the decision to close the account has already been made , amazon like playing such games , I suspect they do it for internal statistics to show in their system they processed many doc requests

You can call account health support to confirm. It's a permanent deactivation even though there's an appeal option. Newly created stealth accounts no longer work.. If you manage to get pass registration, your account will get section 3 within 6 months down the road, most likely with money held.
Has anyone successfully set up a fully stealth account recently?

Does the credit card address match the business address?
I've had this before where I opened an account using my personal credit card, when it expired I went to update the details (merely a 'valid until' date and CCV) and it was rejected.
No problem I thought, I added the company credit card and that too was rejected. It was opened at my residential address and all statements etc went there. I use a Limited Company accommodation address, never been there, no correspondence ever go there.
Finally added the same business card but changed the address to my business address even though it wasn't linked to it and it went through.

I changed the billing zip and city on the seller account to match the card and it appears to work. I did not change the seller account business address - JUST the billing zip / city for the charge method.

You tried to use these cards as your seller account charge method, amazon has your Limited Company accommodation as the billing address and they declined - so you logged in to your cards website and changed its billing address to the Limited Company accommodation address and then the charges went through?

Seems illogical but it clearly got past the Amazon AI bots.

Currently on the ~12th submission of utility bill. I change the name and filetype maybe their bots will spit out a different response instead of "they cant verify" even though it 100% matches the account.
Ill continue this until it approves or they block the account, dont like playing amazons time wasting games.

Im at 20+ now.
I tried testing their behavior to see if someone's actually looking at it, it appears someone is.
I do a submission with no attachment, they request I attach the document.
I attach a funny picture as the utility bill and their response changes from "unable to verify documents" to "We were unable to complete the review because you did not provide the documents required for the appeal."
