We mainly selling used cameras, difficult to control the quality if a minor problem happens.and got a suspension this Jan of ODR over 1%, but appeal succeed, but now my ODR of 2 months is 0.82 and 3 months id 0.38, I am a bit worried if they will ban me when my ODR over 1% again?
will that ban be permanent or I can still appeal for?

Sounds like you are safe for now.. Id get some cheap items to sell and keep the odr at that level, also make some new accounts for different products to spread the risk. Looks like to me you are doing a very good job. if it goes ober 1% for an extended time, they might suspend or warn you again... I did beat an odr suspension once with an appeal.
As Wes says you can buy in some cheap things to resell so that you supplement any ODR you get from cameras. It is also as ever advised to be building up another, or several, stealth accounts just incase the worst happens. For now you look to be doing well though.
