Using Microsoft Azure

Does anyone have experience using virtual cloud computers, like the Microsoft azure service? It entails logging into a cloud computer that has a different IP address and its own operating system.

It seems like it should be safe and allow for many accounts to run simultaneously (its possible to create multiple different cloud accounts).

Being an IT pro for over 15 years and CCNA and CCVP... and having used microsoft products for ever...
I suggest:
You do NOT use any microsoft products unless you really have to. Like Using Windows. Do not use Windows 10....

Now this is what you need to do if you want virtual machines:
Use Vmare. There are two options. Vmware workstation pro and vmware player.
The difference:
Vmware workstation [latest version pro] will work on top of your current windows installation.
Vmware player will load on to a bare hard drive and load an operating system from that point. or various ones from that point.
This later option in my opinion is the best option. It's cleaner and more light weight.
