Spoke to someone else at Woolies seems the system has a glitch and was deactivating recently purchased cards give them a call on the 1300 number and they can reactivate ASAP

Hey guys so just to clarify ..
Once I register with a Woolies card do I need to maintain the balance at a certain level? or can I spend the entire balance after registering?

Another reason why paypal may limit your account is you need to keep the card valid with funds on it after you have verified your paypal account.

This is why vcc arnt working as the card is cancelled after the account has been verified. Paypal do a sneaky and do a silent authorisation (they dont take anything off your card) when you try to move your funds to see if the card is valid and has funds. I think its their fallback for ebay fees etc...
