Usa or Uk or German paypal with Luxembourg bank account

Hi,
I think its simple question but its important for me.
So supposed to have ( buy) an USA,UK,FRENCH ebay account linked with the same paypal account .
The question is when the time come can I add a different country Bank account in order to withdraw money for example Bulgaria or Latvia ?
The bank cant see names but ...we talk about a different country IBAN so...?

Somehow the question in the title seems different from what you are writing in the post.

Regarding adding a bank account from a different country I can tell you this:

I have created a German paypal lately and much to my surprise I was possible to add bank accounts from all EURO countries, not only german bank account.

US paypal only accepts US bank accounts. Not sure about UK tho, but as far as I heard for UK one can only add UK bank account.

I posted a list a while ago regarding which country IBANs you can add to many EU Paypals, but I can't find it now, I need to know for myself too

I recently created a UK Paypal Account and it gave me the option of adding a USA bank account, maybe I was hallucinating, it used to be only possible to add a US bank to UK Paypal by phone

Just hanging on the tail of this thread. I have searched but cannot find anything.
Does anybody know of a Euro bank account that I can open online?
There used to be a German one but that will only open for certain Countries now.
