It isn't sudden by any measure. It's been an increasingly frequent problem for people.
There are still a few VPNs that have not been blacklisted. If you can locate one of those services, begin using it. I do not use VPN and therefore can not give advice about which are still fine.
Sub Par means below par. Par is a word that means 'minimum expected performance level'. Thus, sub par means something is not performing as well as it should. A sub par VPN is a Virtual Private Network that is not as Private as it should be.
*NOTE*
Most VPNs marketed to the general public should be considered sub-par.
