Mostly all Canadians list on ebay.com. The Canadian site is deserted with a few sellers, mainly from USA or China who ship to Canada.  I've never experienced the issue you listed before - definitely new to everyone from Canada - maybe someone else could shed some light. Perhaps call ebay - and ask them.
