Wow, seems like you raised all the flags with that list of limitation requirements. I don't think linking a new paypal is going to solve anything, might seem like it for a while but they'll do this all over again.
In my experience, getting all those "to-do's" from them is due to a spike in sales. What are you selling?

When does the 180 days start? From limitation day Jan 7? Or after they see I cant possibly answer all of these ??
It starts from the date of the last transaction or payment on the account.
I had the same situation on my own account, after two months someone made a claim that the item was not received. so I lost 60 days + 180 days...
I still couldn't use the account to make payments or receive money the only thing I could do was add a bank account or transfer the funds to my bank.
@RRonald, you might have to call pp to clarify what exactly you need to provide then and come back - get in touch with moderators if you need assistance.
I do not know if the threadmaker did anything wrong on the PP or EB persay.. Its just that once you start selling a lot or you've accumulated enough funds in PP then they start to ask questions. Probably would have happened either way.
The fact that Jan 7 asked first for phone verifcation (said they were unable to verify you) was the first misstep.. Usually the location or cc statement is asked before "supplier info" or "provide invoices" so you probably exceeded the velocity limit for the same item or same type of item.
