Late shipment rating

Hello everyone
I am wondering how the system work for the monthly evaluation on late shipment rates
On my seller dashboard it say that my transaction for defect rate are evaluated on 620 transactions and so are my transactions and sales

But for my late shipment rate it is evaluating on only 231 transaction on the same time frame

How do they calculate with a different number for late shipment?
