If the account is fully limited, and you notify PayPal you don't want to supply any information - the 180 day period starts. If you haven't notified PayPal, best to give them a call. They don't always respond to tickets/messages/emails regarding limitation queries. Especially this time of year.
After that period of time elapses, you should be able to attach a fresh bank, and withdraw. If not, you'll need to contact PayPal again to let them know your unable to withdraw. Usually a few switches flipped on their side rectifies the issue.
You should then be able to withdraw. This is contingent upon the level of risk you pose to PayPal. If they deem you highly risky, they may choose to hold your funds indefinitely.
