how can you create a google voice number when they request a phone verification to create a new account? I tried to verify with the voip numbers that I use but it does not work.

Every time I've done it I've had to click "resend code" because the text doesn't show up the first time. After clicking the resend button I'll get both texts in my GV account.

I see this happen once in awhile - but by no means is this the regular occurrence.
Also, noticed a glitch with paypal showing a confirmed number as not confirmed - then when refreshing the page its confirmed again. Anyone else noticed this? been going on over the last few days.

slokor, I understand from you that if I use a voip phone number I will get limited, but google voice is a better alternative. After a litle research I found out that google voice is also a VoIP system...
Never said youd get limited - which refers to the paypal account and not the ebay account. Used various VOIP numbers in the past with paypal and never had any issues.

Im guessing a VOIP service.

If the answer is yes than you also have your answer as to why you have 0/0 limits.
