I've now received this message across 6 newly made accounts just recently when trying to list items on eBay

This is a restriction from PayPal when trying to list on eBay and after getting it so many times in a short period of time I called PayPal
The PayPal rep told me it's from not having 2 out of the 3 verification's verified on PayPal
I knew that was obviously the problem before I called because of the link that is attached to the eBay message here:
WARNING PAYPAL LINK BELOW:

I wanted to call anyway to see if there was any loop holes and it turns into your account being looked at with a fine tooth comb asking me a bunch of personal identity questions.
The problem is I never add a bank account right at the start of creating a stealth account unless of course it's a VBA but now VBA's are no longer on these forums.
Only other option is entering SS # and there is no way I'm doing that.
Myself as a seller I always add the bank account as the very last thing I do.
simply to make sure that everything with both eBay and PayPal is working perfectly before I 'burn' a good real bank account of mine.
Whats the point in adding a bank account the very same day I get the accounts setup only to do something poorly (stealthwise) on eBay or PayPal and I lose them as well as the bank account before ever making use of it?
On some accounts I never even add a real bank account to PayPal.
What alternatives are there look outside of Aspkin and find other VBA sellers?
