Cannot link up PP with eBay as payment method for Fee

I encounter a new error since last two month.
If i want to link up pp with ebay for payment method an error comes up.
Cannot link up merchant account at this time.
PP has different account holder name as the ebay account.
I guess its about verification?! Correct.. ebay and PP should be the same ...

Can you create a new PP and eBay account and make sure both info matches before you link them? See if the glitch persists?
