Do you think ebay/paypal will don't like that I am using different IP all the time? Same location, but different IP. Cookies would also stay the same, just the IP.

they dont care about this. Just IP have to fit location, and have to be not associated with ebay accs with scam\fraud\other bad things.

how ebay would detect location? even ip don't leak your location .

any modern site can detect your os/ip/browser/cookies but based on it's priorities it can decide what important .

eBay is ok, I mainly talk about PayPal.

Ofcourse they can detect your location by your IP lol, just go to whoer.net or whatleaks.com it shows your IP location easily.
