Closing Account and then Creating a New Account

On my current account, i have very low policy compliance and according to the dashboard they wont expire till sometime next year. Can i safe fully close this ebay account and start fresh or do i still need a stealth account?

Why close the account? Let it rest until the policy infringements are sorted. Make another account for the time being with the same details. Then later you will have two accounts

Even though you 'close' the account, ebay has the details & they win. As oompapa said if not suspended you can use the details still. You win
