I suspect that the CEO of eBay will merely just give your letter to another member of the executive team to be handled, as in moist large companies is likely the case.
Sure, there may be some CEO's who do read emails from their customers, such as Jeff Bezos of Amazon, but even Jeff can't read them all and likely has lots of help.
I find that getting your case into eBay's "executive escaltions" is as simple as filing a "BBB" case, or the equivalent in the UK called the Trading Standards Office.
Have you run your case by the ombudsman such as Trading Standards or Citizens Advice?
