What is the reason PayPal/Ebay ask for bank statements ?
Is it just for proof of address ?

Proof of bank ownership if they have asked for a bank statement specifically.

I have read cases where the address of a bank statement can be used to prove address when the person lives with his parents and do not have uitilty account in his name or he is just renting a room or his rent includes utilities

Anyone can get a bank statement with their address on it, all you need is an account and up to 1 month of wait time. You can legit do it all online, without ever having to go to the bank. There's no verification, it's where you want YOUR bank statements to go/other bank mail. They assume you want it going to the right place. Depending on the company, some of them accept a phone bill as PoR, which can be got same day, but costs money, whereas a bank statement is free.

believe or not,some dont have a land line phone nor cell phone,they rely on their neighbor 's phone.
some live in a hotel which rent room by the month and there is a phone in the hallway for all.
After Katrina,several New Orleans applicants applying for relief use the same phone number and govt thought it was a scam,no,they live in converted hotel .

if you are living on fixed income,say SS,and a landline would cost you what $12-15 with taxes,thats $15 you can spend on grocery or medicine.

when ebay said they will no longer issue Ebay buck less than $2-3?,folks complain as they can buy something or help reduce the cost of the goods they bought to resell.
family members use Paypal friend and family to send money to avoid Western Union fee and they are sending $5-$10.
Once an Ebay buyer bought a lot of figurines to resell at a good price,shipping is $10,actual shipping is $9.75 and he asked the seller for a 25 cents refund,the seller just blew up.
You must know there are many Ebay sellers who are disabled,retired,unemployed and/or on goverment subsidy ,$5-$10 means something to them.

Ebay and AMZN are just the right places for these folks,to buy and to sell,to buy and resell.
where else do you think they can raise money from home?
Once I have some new toothbrushes I dont need anymore,some are samples from my dentist and some are from Costco ,since I use electric toothbrush,so I decide to give them away ,just charge shipping,someone from CA bought them,there must be 7 brand new ones and could last you a year.
Another time someone gave me a box of chocolate,I sold it on Ebay,I also sold grocery store coupons,just so someone can make use of them.
Paypal used to have buy now ,pay later,you buy the item and after x number of days,it charges your bank account (no cc),when it phased out in USA,some folks said they time their paycheck with their buy for diapers,dry milk,tooth paste,detergent as they dont have credit card and no extra fund between paydays .
I would say ebay and AMZN are not for the superrich but useful for the poor and underprivileged
