Creating new account during VERO restriction

Can I create a new account while in a VERO restriction? Ebay does not mention anything in their email. I want to let the restricted account cool off for a bit.

Stealth works for this - but if you're selling same stuff that got you a vero restriction....you could have problems again.

I do to high volume to use stealth. It was a wrongful Vero, I am fighting it with counter notice.
