eBay stealth account creation

So currently I'm following these steps to create a stealth account. I messed up twice before so this would be my third account:
1: Get new IP. I request new Fresh IP from 24vc.
2: install new virtual machine. I have VMWare so I create a new one for each account.
3: Get new information. New address, phone number, bank account, vcc, basically I renew everything.
4: Create Gmail account, then Paypal account, finally ebay account on ebay.com. No linking paypal into ebay yet.
5: Verify Paypal and link it into ebay. At this point, the ebay account is safe I suppose. (But if I become a seller at this point, no listing, I would 100% be suspended, is it normal or is there any linking account that Im not aware of?)
6: Buy something cheap on ebay (physical items) to get buyer reviews. when I get a couples of them I will start selling. (I need help here because should I pay with paypal? I have a way to load fund into the paypal and I want to ship the item to a random address in the US).

The main issue Im facing now is so far, when I become a seller, 100% I have been suspended indefinitely with no listings. I assume this is due to a linking factor, can anyone show me directions? TIA.
