Well, after 5 days or so this is happening.
Here's a little update.

I didn't manage to create a single eBay account in any of EU countries, all of them get the same error.
I've managed to create few US accounts though. So maybe try different country, and it may work.

Not really sure about that.
I spend more than 10 hours on call/chat with eBay for sure, got only bunch of lies.
Few of them told me it's temporary issue, I thought so, however, it now doesn't seem likely.
Few of them told me it's my PP address, another bull****. Your Seller account won't be created though, that's what they told me.

I think it's issue related to IP address, but not completely sure about that.
As said, I've managed to create few ebay.com accounts. I've used the same details as on any ebay from any EU country, but I've used different proxy that's in US.

Yes I've got banned, as i'm currently experimenting a bit.
Hopefully I'll find out how not to get banned almost instantly or after 24 hours. (I know that it's related to ip address/phone when you get 'instant' perma ban)

The issue is 100% the phone-number. I spoke with several reps now and about 75% of them hinted at it. Ultimately a supervisor confirmed it in detail.

I'm using a virtual-nr (worked with hundreds of accounts before) - seems that number was previously used, so it flagged the system.

So: The issue is the phone-number. 100%.

Ordered some real sim-cards, let's try.

Still getting the issue though. So :noidea:

i'm working with a service provider only accepte payment with bitcoin , don't think it's from phone number

does the error also appear if you reigster with legit data? i mean are only stealths affected?

It has to do with the phone you are using. Been using an app for phone numbers, and recently started getting that error. Switch to actual sim cards and it doesn't come up. Might be that eBay just recently blocked the phone numbers from that source.

IMPORTANT UPDATE:

I can confirm, with 100% certainty, it's the phone number.

We just opened up 25 accounts with real sims. All 25 accounts went straight through. No hiccups whatsoever. No requests, no restrictions, no calling in.
Set up your account, browse around, list a cheap item, PIN code to phone, voila.

Yep you're right, I don't know why it was happening with real sims before (maybe blacklisted somehow, no idea). But it's not happening right now.

As people say yes, its for the phone number u're using. Now, if you want to open an UK account you should use UK number so it has changed. Before this even if you registered an account from UK you was able to verify a number from any european country.

I was getting the same last 2 days (eBay CA) - buying works fine, but creating new seller account - constant error, even after linking legit PP account.

On phone with eBay for 30min.. they couldn't figure out the problem

Was using "Hushed" app, some have confirmed here it works...maybe number was recycled??

I guess I'll pickup a SIM or prepaid.

You can't just change phone number on the account that's already broken.
You need to create completely new account, or it won't work.

The problem until is not resolved. and it's not phone number issue for sure because I tried clean real number and it's not working.
I contacted 3 reps

First answer: Clear cache --- bull $$it
Second answer: There is selling restriction. also Bul$it because there is no seller account in the first place to have selling restriction.

Third answer: We have been getting recently many similar complaints from other users. It's technical issue and we are working on it.

The last answer is what sounds reasonable to me.

I have encountered this problem in the last few accounts. I don't think it is due to the services used. The source of the problem is unclear. When I encounter this problem, I take a break and continue my way.

From an outsider's point of view this indicates to me that eBay is tightening down their phone number verification system. I would bet money that if a real user attempted to create a seller account using their contract-plan cell phone which is registered to their real identity, there wouldn't be any problems.

As managed payments continues to roll out eBay seems to be tightening security in many departments because their risk exposure will be increased exponentially once they're handling all of the money. This also relates to the slow identity digitization that's been happening across the world over the last decade. In the not so distant future the equivalent of your drivers license or passport will be permanently part of your online identity and it will be next to impossible to hide your real identity.

I'm planning to make my fortune before that happens; these are going to be looked upon as the "good old" or even "wild west" days in just a few years (in the same way we talk about the eBay of 10+ years ago now), and there is no way I am letting this opportunity pass me by... stealth is still easy as piss if you know what you are doing, at least for now.

Yo guys it’s confirmed by an agent, it’s because to the phone numbers 100% it seems like every virtual number provider is saturated, all are recycling the numbers!
