I got the same message as OP on my real account a while back. It happened when I was contacting an eBay chat agent online and was talking about seller fees, and then out of no where I received that message saying you can't sell anymore. I even asked the eBay agent what the reason for this was and he said he didn't know what happened and that my account should be fine still but nopeeee was still restricted from selling. Even opened an BBB about it and inserted the chat transcript and nope eBay still didn't want me to sell any longer. BBB said it was due to them giving me 1 warning before about selling a high risk items but that was only 1 warning and not even the case to why I was restricted from selling.
