If it was related to the importation of potentially counterfeit goods it's Border Force who would be writing to you, DHL do not have the right to open goods.
DHL want to calculate the VAT and any Import Duty due which, at $90, will still be payable. I guess they'll invoice you in due course. (have you received the parcel?)
I get what you're saying about the content of the invoice to appease DHL, but I doubt it would save you if it was officially opened and scrutinised.
