It is the service metrics that cause this and although you can get the transaction defect rate etc changed it does not change the metric. I do not think any rep can alter the metric. A lot of customers use the ‘not as described’ option to get a free return. If you offer free returns for ‘just did not like’ option the metric drops within a month (depending on how many returns you get). A small cost compared to the 5 % increase.

There is no small cost. If you offer free returns, you can then deduct 5-50% from the return. Don't do it TOO much, but that can EASILY offset any costs incurred by shipping for free, and will greatly improve the metric. People will still open INAD returns because they are morons, but you won't have people doing it on purpose because you don't offer returns.
