Recently bought and had to return an item in the $1500 range. Seller received the item about 2 weeks ago and has told me that because the case was escalated the the item is high value, that the refund may take up to 10 business days as it has to be dealt with my the high value claims department. Does anyone have experience with these kind of transactions? Seems extremely shady that ebay would need to hold my funds this long despite my order having been returned to the seller. How long will my money be held in this situation? Am I being scammed?

$1500 is not that high,he is feeding you BS,never heard of high value claims dept,if there is one,yours does not qualify.
Usually 3 days after tracking shows delivered,seller is expected to refund.
May be when you file INR,he has already withdrawn the money /

did you escalate the case? what status is it showing?
I did. When I checked a few days ago after I had shipped it and uploaded tracking, it was in "This Case is pending" status. I believe the return had been delivered at that point. Now, somehow, it seems to have gone back to status of "You shipped the item. You'll receive a refund once the item is delivered"
Which is usually the opposite of how things go. I have no idea what to make of that. Do you?
did you use the shipping label given by Ebay?
what did the tracking show?
If no tracking,or tracking does not show delivered,you will be at the mercy of the seller to refund you.
(if the seller said something like it needs to be approved by some claims dept,does it imply he has received the item?)

Feels like seller is just delaying your refund because he/she doesnt have the funds to return - has to scramble to find source or upload funds possibly

if Ebay has not done so,it could be he does not have any money in his MP account.

HE SHould look into Ebay 30 days buyer protection,Ebay would have to refund him if seller does not.
if ebay has not done so,(OP said it has been weeks),it could be there is no money in seller account to refund
