Hmm quite like an auto appeal fail - the appeal process hasn't been so successful in the past 5 years it feels...

I think eBay want to prevent any kind of fraudulent activity from buyers and sellers.
Just recently I had few instances where eBay refunded the buyer out of their own very very very deep pockets, I was covered under the seller protection.

They reinstated but the account can't sell, only buy? After you gave them the docs?
