I've only seen reloadable for $10 + $5 to reload. Not cheap.

You can reload the ones from walmart- Green Dot- BUT they require a social--then you buy a reload pack when you want to reload at cash register

I've seen reloadable wanting social but they don't give them to ebay. I think they're for tax evasion and money laundering. Maybe. Well it's the "Patriot Act" which wants to turn law enforcement in America into the "Patriot soldiers" from the new Flash Gordon show on the scifi channel.
