i have a 2 months old canadian account with a feedback of 11, i have a product that sells good in germany would it be ok if i list it on ebay germany.

Yes that is good. I do that all the time all sites all over the world. As long as you have 5 positive feedback you can post on any eBay site around the world. You can use the same user name.

Yes you can sell your items on eBay Germany.

Can I sell on US with no feedback? Or is this 5 feedback a prerequisite for selling internationally?

If the account is from the United States and you post from the United States website you can sell internationally with less than 5 feedback. But you can't go into an international ebay website like ebay.com.au and sell from their website, until you reach 5 positive feedback.
