I will write the whole case in short form because I feel I didn't explain it good enough:

1. I have won the auction
2. I have asked the seller "how do I pay for the item" and asked him to give me his payment details
3. After two days of no response (I don't think that no response means that the seller doesn't agree, he would answer), I have sent him the exact same message.
4. After a while he opened a case for no payment. I think the case was automatic as so big seller won't open them manually.
5. Day after the case was open, I have received his first reply. He DID agree to the request, because he replied with his payment info.
6. I have sent the payment and gave him the transaction ID.
7. After a few hours he marked the item as "payment received" and closed the case. The item is shipped already.

Maybe I didn't understand you right, but please tell me where in this case the seller didn't agree to my request? no response means he is busy, otherwise he would simply reply "this is against my terms" etc...
In the end the seller was very helpful and responsive. I think he had no problem with my request.

I didn't write the item number in the payment notes, and it wasn't sent through ebay so it doesn't have the item number.
This specific item was needed very urgently, I couldn't wait until I get funds in my stealth account.

Those sellers dont answer emails most of the time anyway. Yes its a bad way to do business and those people probably have bad DSR's for communication

Well maybe not. seems every time I see a huge seller that just states that they dont have time for emails so use checkout,etc its just irritates me because some times their DSR's are still near 5.0 in the communication category. Not sure how.
Money is money and if I got an unpaid strike because the seller was being a dick I would leave a negative. I know yall don't like that answer, but that would be me if the seller would not comply lol.

Thanks for the explanation, I appreciate it. I didn't say the Seller "didn't agree" actually... I said the attempts to get him to agree were unsuccessful
"tried twice to get the Seller to agree to this arrangement without success"(without success for whatever reason- he wasn't reading his email, he didn't agree to what you wanted, he was too busy to answer you, etc...).

Not sure if you can obtain the Sellers personal phone number after a dispute was opened but that thought occurred to me also.

I would be a bit upset at the seller too if they opened a dispute against me after my payment was sent. Likely I'd just tell him I sent him cash immediately (First class is just 2-3 days anyhow) and apologize for not being able to use Paypal. Paypal is always screwing with people, I've had many buyers send me cash because of some issue...
