| USA Policy: sell to your limits for a few months and wait for automatic increases, or call eBay and speak to a rep about getting a raise. I've never seen anything about video verification on USA Ebay.
I'm delighted to see only HK and Chinese sellers having this problem. It will curb competition significantly in a few of my niches :)
