For the most part I think because of the price of most the items I sell. I do run into problems with 0-10 feedback with some buyers. That is about 80% of my NPB.
I mean NPB is a hassle. I don't mind so much on Fixed Price items I have multiple QTY on. But the Auctions I run for 7 days then having somebody flake out on you. Really is a bummer especially going the the process of recouping the fees and deciding if too much time has passed to do a 2nd Chance offer etc, or more time re-listing the auction to sell.
It would be nice if on the Feedback profile or options you could see or limit the number of NPB cases the buyer had.
