Unless you go the VPN / VPS route where you get a dedicated private IP, there's no simple program that would do this.
Maintaining 2 accounts is very easy to do once you get the hang of it.
You can however, retain IPs from your ISP if you keep modifying your MAC to use the same two over and over. This depends on your ISP and their lease time. Example:
MAC address ending in BD: 08 is assigned to IP address 55.66.77.88
MAC address ending in BD: 09 is assigned to IP address 55.44.33.22
Using the above example, if you alter the MAC address to 09, your ISP should assign you the IP ending in .22. Then once you change back to MAC address ending 08, your ISP should assign you the IP ending in .88.
This of course, assumes that the lease time hasn't expired and your ISP has reassigned that IP to someone else or back to their pool. You should still keep track of which IPs your ISP is assigning you.
