The 0/0 appears to be random. Create a number of accounts in one day. Some will get 0/0, some should 10/1000. After you create your account, do not try to sell something. I know this is the page they send you to, but dont. Click on something, anything else. Then go to the "My eBay" and click "Selling". Check out your seller limits there.
If it says 0/0, I do not call. It is scrap for the most part. If it says 10/1000, then do not list anything. Do some browsing around eBay as if you was new. More than likely, when you list the first item you will get the new MC999. This is no big deal. Call in and answer the questions. If they take you to the database, then hang up and call again. Rinse and repeat.
Do not get discouraged by an MC999. They are doing it to just about every first listing that gets posted.
The 0/0 has nothing to do with the phone number you use. Some phone number providers are forbidden by EB, but not all that are mentioned on the forum are correct. A lot of ppl are posting facts that are not facts at all. Some ppl do not accept that this is random when there is no explanation.
The 0/0 are not a result of mismatch information. The information you use does not have to be someone's real info. You can use Joe Blow with the address of the corner gas station. It works (unless it has already been used).
If you try to create multiple stealths in one sitting, you will see that you will not get 100% 0/0s. In fact, in my experience, most are not 0/0s. But if you are just creating a stealth here and there, then odds are you will get 0/0s often.
This is based on my experience, not anyone else's. These are not facts. These are just my theories after making lots of accounts.
