The new standard seems to be 5/500 as the starting limits.

5/500 is the norm, but the limits go up quicker than usual nowadays just max it out and get good feedback

I opened a new account on mid Feb, bought some stuff with a prepaid vanilla. Around first week of march I added my savings account and got paypal to verify and bought some stuff with the money in there. Today I finally opened an ebay sellers account but I haven't listed anything yet, I verified the phone number and vanilla card and when I checked the limits went to 50/5000

Do be aware that those limits can be lowered....

I think it's based on random chance. I've had several 25,000 and unlimited accounts created.
