The buyer ABC has rejected your request to cancel the transaction for item X As a result, you will not receive a Final Value Fee credit for this transaction. Please complete this transaction with the buyer.

This case is closed. The buyer has declined the seller's request to cancel this transaction. | A few questions....
1) I assume this is a stealth account? Age of account? Any positive fb on account?
2) Did you initiate any email communication(s) with the buyer pleading your no stock case(being VERY sorry , or with a 'manufactured' story...before just refunding they payment?
It's been my somewhat experienced-experience, in a situation such as this, the bottom line is, and no disrespect intended, it was YOUR fault for not having the item ready to ship that you had posted and your buyer bought in good faith.
You have to see it from the buyers point of view imho. If the account is solid and worth saving. a little professional, temporary 'sucking up', coupled with a creative back story (if necessary) goes a long way at appeasing a buyer...especially if it's an account that is otherwise good or progressing in that direction. The last thing you want is a dispute escalating and red flags flown.
Good luck
