Listed an item an hour ago and it still hasn't popped up. Went ahead and listed the same exact listing and it popped up within 5 minutes of putting it up. Does anyone know if certain accounts are subject to manual review before the listing goes up? I don't see any other explanation as to why this accounts listing would show up right away and the others didn't. Both have around the same feedback and same sales ect.

It is random. I have noticed some of my accounts take 12 hours to show up, some show up inmediately, some take an hour. Regardless of feedback or how old the account is. They attribute it to the site needing to "index" your listing, but I am pretty sure it is so they can review your listing first.
It's random and can't be predicted. It says on eBay "it may take up to 24 hours for you listing to appear in search results," for a reason. It could be something as simple the listing is still being processed by their servers, or something as complex as the NSA examining the meta info on your listing before it goes public.
