MUltiple Stealth Accounts? Slightly Confused

If I make 20 paypal accounts and then attach each one to an ebay account and activate them to sell, I would need a phone number for each one correct? So what do people do? make the paypal and the ebay account and wait a month and then attach the phone number? Wouldn't you want to have already activated the account to sell so the 90 day timer would start?

I keep reading where people seem to do one or the other. Are there two ways or a right way and a wrong way?

Name, address, VCC, and phone number at creation of matches paypal/ebay accounts. Also a VBA is a good idea as well.

Then wait 30 days to list your first item or list right away with slight more risk of having to call in.

Nothing more to it than that.

I wait ~2 weeks, during that time I browse/bid/message sellers for about 10-20 minutes a day... between that time eb should email you promotional letter encouraging you to sell something on eBay, I use that link to list my first item.
