24vc is one that I never hear complaints about. They are suppose to all be new fresh IPs that have not been used before. I do not know of any other service that provides IPs like that.

But 24vc is VPN, isnt it? Because I dont want to have mess with cookies... so I prefer VPS..

If your worried about mixing up cookies, you can pretty much turn a VPN into a VPS by using VMware, simply make a new image for each stealth account and then you dont have to worry about getting cookies mixed up, it will have the benefits of using a VPS but while also allowing you to multitask much better than you ever could on a VPS
