Default Buyer floods with negative feedbacks

I had one buyer who was not happy about his purchase and left me a negative feedback
I contacted the buyer and he agreed to retract his negative if I will refund the payment
I try to refund the money but the refund was reversed by Paypal so I got the money back
Called Paypal and I was told that the buyer has his Paypal account flagged and he should solve his problems in order to be able to accept the refund.
I emailed the buyer telling him that is his problem and should solve it in order for me to send him the money back.
Seller asked me to refund by Western Union which I refused.
Buyer bought 2 more times the same item from me didn't send the payment and right after that in the same day left me 2 bad (positive) feedbacks - positive but with very bad content.
What should I do?
My options:
- Send him the invoices (probably he wouldn't pay) and then open a claim on Ebay that I didn't receive the payment
- Cancel the bought items (as they are not available anymore)
- Contact Ebay (how do I do that?) and tell them all the story

My goal would be have the bad feedbacks removed and get rid of this a**hole forever.

I should mentioned that I already put his Ebay ID on the blocked list
I have a power seller account if that helps somehow

File a non payment and once it's closed, ask eBay to remove the negative.

In the mean time, just respond to his negative feedbacks in a professional manner.

Once that's done, ask him to return the original item back to you. Don't refund him just yet.

You refused western union? Well at least we have one person here that uses his brains... good for you.

If a buyer agrees to remove negative fb in return for a refund make the refund conditional on their first revising the neg and any associated DSRs. Dont just rely on their goodwill to do it afterwards. Thats how I do it.

If the buyer subsequently bought 2 items from you purely in order to leave more negs thats a violation of eBay rules. You are not allowed to buy stuff simply to leave bad fb.

You should have put him on your BBL as soon as he showed trouble. I BBL buyers as a matter of principle as soon as they show any kind of negative response such as "where is my item" or wanting to return it or opening a dispute. I also BBL them if they show themselves to be rude or over demanding in questions even before they bought anything.

the problem is with UK Buyers. I selling in ebay.com and have 3 negative fb and all from buyers from UK. Cancel this country 4 months ago and now I don't have problem.

i would block him and then report him to ebay for his actions (the buying more items to give you more negs). tell ebay the whole story. he may get nuked which will remove the negs
