Please add your location to your account here.
eBay/Paypal rules vari by country.
Go to your "User CP" and list your location.
This helps since eBay/Paypal Rules are different by country.

deleted, overcame problem it was a problem on the site..fixed now

I just logged into my ebay.co.uk account. I click My eBay up top. Then click the account tab over on the left middle (next to messages). About halfway down, it gives me the option to make a one time payment with Paypal or with credit card.
