For Romanian eb you have option to upload bank statement instead of micro deposit. That’s what I did and eb sent message they accepted bank doc and to wait confirmation for activation.
No sell after they sent this message. Is over a week and no sell.

I have asked a colleague from China how this works with the new payoneer system and this is the process:

once you have an invitation you will be able to create a new payoneer account or connect an existing one to ebay
