You seem to misunderstand what SCHUFA does. SCHUFA is privately owned and they make solvency checks or credit assessment. And they are not the only ones in Germay who do that. There is Credit reform and other databases that do the same.
And of course they don't have your stealth data in their database. How could they have a person in their database which does not exist?
Schufa is a solvency check, not an identity check. It's NOT the German SSN system. If you move to a new address, schufa will not automatically update their information on you and you are not obligated in any way to tell them. So it can not be used as an identity check.
If you make an online request for a loan, simply a request, the bank in question will give your data to SCHUFA. So you could simply do that with your stealth data and boom... your stealth identity has name and address in SCHUFA database. Yes, an online request is enough. But you don't need that to open a paypal account.
Paypal will send a request regarding your credit worthyness to SCHUFA. So PAYPAL will send you name, address and DOB to Schufa. SCHUFA does NOT in any case confirm that this person exists. All they do is check if the person has any bad loans running or is unable to pay off his mortage. They do NOT confirm the Identity. So all Paypal gets back from them will be "Person XY, Z Street: No Entries." Quote:
