There should be more difference between EU and non-EU accounts, rather than between two accounts belonging to different EU countries

Canadian Paypal is the best for two reasons:
1.They are not so strict and usually request less documents than US department.
2.You still able to link US bank account if you are residing in the States.

You must use your own country, otherwise you will have issues. If paypal is not allowed in your country, then you can become E-resident of another country and make paypal from a vps.

This can be done with an aged one, no metter where the paypal come from

The IP must match the country only when you make the registration. Once you finish it, you can use other IP addresses. I use vps for the US always. And the paypal owners I work with are not from the US.
