I would go through the motions entirely and see what happens. For example, actually message all buyers and ask for feedback. When the feedback isn't given, show that you messaged them all and only a certain amount was received. When asking for tracking, tell them that there is no tracking information for certain items but provide them with the receipts and certificates if you have them. You have nothing to lose since your account is already suspended. See what their response is, and go from there. You have to make sure you have a written record for these communications as well.
