Default Suspension due to Covid shipping delays + using another existing account?

Hi everyone, I've been a Ebay seller on multiple accounts for 20 years. I recently started a new account to sell a new item. I quickly made a few sales and sent the orders off quickly. Not long after, the post office suspended air parcels to America due to Covid, where are a lot of my buyers are from.

I knew there would be delays so I wrote disclaimers on my product page as well as through messages to buyers when I provided tracking information after shipment.

I was aware of delays but the ultimate suspension of air parcels led to even more significant delays. Usually it takes 2 weeks for parcels to arrive to North America from Asia, where I'm from. After 3 weeks, 3 cases were opened up against me because their order hadn't arrived. I explained politely to no avail and so I just refunded all 3 buyers within the time limit.

Right after that Ebay suspended my account. I sent a message inquiring and got hit with another message:

"Upon receiving your letter, I immediately checked your account. We found that your account has great security issues. For your and others' account security, your account will not be restored and will remain frozen.

Accounts with security issues include: the possibility of third-party use; account information is false, incomplete or inconsistent; there was or is a risky sale.

Unfortunately, given the evidence in our records, we will continue to freeze your eBay account indefinitely. We fully understand your desire to restore your account and have taken your freeze appeal seriously, but this is the final review result. We are sorry that we will no longer respond to your freeze appeal email."

From what I've researched, it seems like its a lost cause trying to appeal. Is that a fair assessment?

If so, if I were to sign in to my other existing accounts that are in good standing, would I risk being caught by Ebay?

Any help would be greatly appreciated.
