It's tricky, I personally don't appeal restricted accounts, but if you have the "government issued ID" - which would be needed for paypal sooner or later, along with other necessary documents provided you have a clean Phone number to call them with it could be possible. Although, during the covid pandemic it seemed the only way i could contact them was through the "live-chat"
You could go about submitting the documents proving your identity. Thus, providing social security number may be required as well, I'm only speculating here but the only way I know how to deal with eBay restrictions (for a stealth) meets the realms of Tax Evasion and Identity Theft. Because sure if you have an EIN you can submit that as your SSN for taxes, and I suppose you file for a DBA (Doing-Business-As) thus legally allowing you to use a phake name, but the only "legal" documentation you could provide is your DBA which ebay would instantly see as a red flag, once again I'm just speculating.
In regards to preventing your future accounts from getting restricted - Create account using clean prepaid mobile number (trackphone, etc)
- Create PayPal account using new name, and have valid SSN, DOB, etc
- Create eBay account and wait a few days then purchase your first cheap digital item (try to make the account look like a genuine user, I use virtual goods for this as it's one less thing to worry about.
- Finally after some time (minimum of 2 weeks but I would wait months cuz im paranoid) and purchases have gone you can try to list your very first item I would list an auction and leave all the options as default try and list an item using unique photos that you just took and remove exif data if you wish.
- When the time comes you will need a government issued ID, I do not see how people mitigate this so you can use a loved ones or the alternative.
