Stealth became impossible with the introduction of Managed Payments. However, base stuff from the book is still actual, as even a legit account can now easily go down if some basics are not honored. And if you run few accounts, or plan to create a new one, stealth basics are a must.

Definitely true ebay burnt a few real accounts based on speed of selling and the items was selling and location of sales.
