In many cases this is so. Users get booted quickly from ebay/paypal with VPNs.
Now given the fact you are in the USA, you have other options.What you need to do is decide how to beat ebay/paypal as you said.  to VPN

would a piece of paper be a low risk item? I've got that listed now just to see...
I have a new EVERYTHING again.... new phone, user account, etc. I added the vcc to paypal.
i wonder how long it will take before its shut down.

That would be looked at as feedback manipulation, a used dvd always worked for me with ebays stock photo and description but my new accounts are always a few months old with at least 1-2 weeks of activity before listing.

I mainly sell used dvds they are no more than 6.00 and maybe 1.50 shipping. I don't see how that can be high risk...at least i hope not. Main reason being i have over 5,000 units. lol
i would like to get to the point where a new account is selling about 10 of them every day with 3 day listings..

When did the memo that says we should be KEEPING cookies go out, and why didn't I get one?
I still delete my cookies every time I login, and never had a problem.
If eBay does like to see their cookies, wouldn't they also like to see the same IP associated with said cookies? If his IP is changing every time he logs in that's just as suspicious as them not recognizing his PC.
OP, are you using Firefox? Since no one asked.
Try setting up an account at a local library and see what happens. If you have no problems it has to be something with your IP.
The bottom line is, I could sign up using info that I know for a fact is suspended with clean cookies/IP and last longer than you did, so there has to be one huge red flag that's giving you away. My bet is your IP.

Your talking about LSO's, mine are deleted every time I long in and off but regular cookies are still kept intack unless I'm creating accounts then I clear regular cookies as well and use the same user.

OK, I thought we were talking about cookies in FF under options. I keep both of those unselected, and set to clear private data. I actually don't know how to delete flash cookies without creating a new user account. (never tried) Thing is, as I've stated, BOA does not recognize my PC when I login so obviously EB/PP is seeing the same thing, so that may be a determining factor in when they decide to limit you.

Flash objects are super cookies, regular cookies save your login info and browsing history which is why it's good to keep that so eb/pp can recognize who you are when using a seperate user. It's possible to get linked by super cookies which can store more data than regular cookies, you have to download the add-on for firefox called "better privacy" the super cookie safegaurd.

Are the Names/Address you are using COMPLETLY New or are they close to older ones you used,,,,like 123 Main St as opposed to 123A Main Street,,,or John Smith as Opposed to John Anthony Smith

they are completely different names, addresses, phone, etc. I do use FF.
over 2 years i have never had any account to be suspended as quick.. i have kept them for at least 6 months or better. Now its like...ugh...i'm out of business. (and when it supports your family...that keeps you up at night)

I just got a MC010 Account limited-verify identity..... great.. this one lasted a whole 2 hours.

Just to recap my assumption on what / how you set up:
1. New phone, addy, name, email, bank acc, cc.
2. New windows user acc on each eB acc.
3. You kept the LSO on each windows user acc.
4. New IP for each windows user acc, before you log into it.
5. New desc and photo per user acc.
6. no VPN / Proxy
And after all these, you still got suspended?

What was the IP for this account. Did you check it? I want to see what you are using......
MC010 may not be the same issue as the MC0169 (not as serious)
